Explanation (?):

The ASP.NET state service is a component of the .NET framework that is used for providing persistent sessions for web access through active server pages (ASP). A webserver uses this service to maintain an active profile for a connection from a client, which allows for easier website development as the server can maintain the connection information instead of the client. This service should be left on manual as it is only activated when it is needed, but it can be safely disabled if you do not have a webserver. This service uses a user named ASPNET also, which acts as a local worker process. This user can be disabled too if you are not using .NET's ASP.
